They can be built at the Local Community / Authority level, making use of local skills, labour, goods and services. These systems are currently being built throughout England, Scotland, Wales, Northern Ireland, and are being considered for use in Jersey, Republic of Ireland, Poland, The Czech Republic and Norway.
